Could be worth checking out if someone is in the area. Black Vultures 
have been found a couple of times north of Oregon but there are no 
confirmed records for the state. -- joel

Very odd. I doubt recent breeding in the winter months. Have you considered 
Black Vulture? Otherwise some staining over the head or bad lighting? A 
first year Turkey Vulture will show a less brightly colored reddish head...

It was dusk, could have had some red on head that was not visible. My 
impression was of a dark bird, and the head was just above the carcass as 
it was eating.
