[birding] Beginning birder needs ID help

Today around 4pm at Finley NWR, on Bruce Road overlooking Cheadle Marsh, was an eagle size bird, high in a tree, preening. I'm guessing it's an immature bird.
It's feet & beak were yellow. The broad tail was white/light with a dilute gray band at the end of the tail feathers.
Cleopatra style black eye rings extended on the head
The crown appeared to be brown & white striped, with an irregular brown spot on the top back of it's head. A collar of white and brown feathers down the breast, with brown feathers down the belly. The underside of the wings were light colored.
I never saw the back of the bird. I waited and watched for an hour, but behavior and position in the tree never changed.
