[birding] Current protocol for Philomath SPs?

Yes, it is still required to stop by the main office. The gate is
always open now, but the supervisor still wants us to check in. They
are not open on the weekends, so in unusual situations like today I am
not sure what protocol is. We should take care to honor their
requests that we check in. Would not want to lose access to this
amazing local site.
