[birding] Current protocol for Philomath SPs?

What is the current official protocol for visiting the Philomath SPs during the week?  Since I posted a summary of today's rarities on obol, one person has asked.
 
Is it still (copied from a Joel Geier note from a few years ago):
 
You need to FIRST go by the Philomath Public Works office on 1515 Willow
(between 15th and 16th Streets), check in (there is a list to sign), and
THEN go out to the ponds.  They want birders to do this EACH time we
visit the ponds.
